Maui Vacation Rentals Facing Stricter Regulations

Maui is on the verge of implementing stricter regulations on vacation rentals, with the Maui Planning Commission recently voting unanimously in favor of a proposal that could lead to the elimination of over 7,000 short-term rentals across the island. This proposal is a significant step towards cracking down on the burgeoning vacation rental industry in Maui.

The proposed ordinance is primarily aimed at phasing out short-term rentals in „apartment districts“ located in West and South Maui. Should the Maui County Council approve the measure, it would be rolled out in two phases – with the West Maui area facing implementation on July 1, 2025, and the remaining apartment districts on Jan. 1, 2026. This move could potentially impact a large number of short-term rentals in these areas.

This ordinance, put forward by Maui Mayor Richard Bissen, is designed to address the chronic housing crisis on the island. With more than 13,600 short-term rentals currently operating on Maui, approximately 45% fall within the apartment districts specified in the legislation. By converting these short-term rentals into long-term housing options, the aim is to alleviate the housing shortage exacerbated by events such as the devastating Lahaina wildfires that occurred last year.

While the proposed ordinance focuses on the long-term benefits of increasing housing availability on Maui, it could have significant repercussions on the tourism industry. Vacation rentals have been a popular choice for visitors to the island, offering more affordable and flexible accommodation options compared to traditional hotels. With a large number of short-term rentals potentially being phased out, tourists may find themselves with fewer choices and higher prices for their accommodation.
